Does the resident of L.A. benefit from the city charging the retailer 25 cents a bag in 2010?
Why not use Oxo biodegradable plastic that degrades in the composts, landfills or even in drains, or as litter on the street. It is inexpensive for the retailer which means the residents don't pay more for this change, yet the resident also has the convenience that plastic bags allow, like flexible, lightweight, sturdy and easy storage.
